USDA Latest Guidance for $9.7B New ERA Program
What is the New ERA Program? The New ERA Program was established by the Inflation Reduction Act of 2022 and provides RUS with $9.7B for loans and grants to bring clean energy to rural electric systems. The process to receive loans and grants is competitive and prioritizes support for projects that drive maximum greenhouse gas emissions and advance long-term resiliency, reliability, and affordability.
Who is eligible to submit applications? Electric cooperatives who are current or prior RUS electric loan borrowers, electric cooperatives serving predominantly Rural Areas, or their wholly or jointly owned subsidiaries.
What is the timeline and when are applications due? RUS will begin accepting applications on July 31, 2023 through September 15, 2023.
What projects qualify? New ERA supports the development and deployment of renewable energy, zero emission, and carbon capture systems. Project applications that achieve maximum greenhouse gas emissions reductions while prioritizing long-term resiliency, reliability, and affordability of rural electric systems will be most competitive in receiving invitation to submit a full proposal.
What should applications consist of? Applicants should address how the project will:
Assist rural communities recover economically through more and better market opportunities and through improved infrastructure;
Ensure all rural residents have equitable access to RD programs and benefits from RD funded projects; and
Reduce climate pollution and increase resilience to the impacts of climate change through economic support to rural communities
Additionally, Community Benefits Plans should outline the applicant's description of how the proposed project will benefit their communities and residents.
Where and when can I review requirements for the applications? RUS will finalize the specific requirements through the on the RUS website here, and Grants.gov on or before July 31, 2023.
